Mr. Paul Serote CA(SA) RA - Board Chairperson of Tshwane Economic Development Agency (TEDA)

Mr. Serote is a Chartered Accountant (SA) and Registered Auditor, as well as a seasoned business executive with extensive leadership experience across both the public and private sectors. He is the Founder and Head of Kago Solutions and Advisory, a Level 1 advisory firm specialising in Financial Management support, Real Estate advisory, interim Executive Management, and Forensic Services.

Throughout his career, Mr. Serote has held several senior leadership roles, including Head of Finance at Liberty Corporate Benefits, Financial Director at Budget Rent a Car, and Head of a Property Management Trading Entity. These roles have equipped him with extensive expertise in financial leadership, governance, institutional reform, and operational strategy at scale.

With over a decade of experience leading high level consulting assignments, Mr. Serote has provided strategic advisory services to institutions such as Eskom, the City of Tshwane, the Auditor-General of South Africa, SANRAL, the IDC, and leading university investment companies. Notably, he has led complex financial modelling, real estate portfolio optimisation, infrastructure programme advisory, and forensic investigations at national scale. He has also overseen one of the largest property portfolios in the country and remains active as a property entrepreneur in the residential and hospitality sectors.

Academically, Mr. Serote holds a B.Compt from UNISA, A Post Graduate Diploma in Business Administration (GIBS), a Diploma in Accounting from the University of Natal, and an M.Phil (International Business) from GIBS. He is currently completing an MSc in Real Estate at the University of Pretoria. In addition to his executive responsibilities, he serves in several non-executive board roles, contributing his expertise in audit, risk, and investment oversight.

Mr. Serote brings to TEDA a visionary leadership approach grounded in financial rigour, governance excellence, and strategic economic development. His expertise in infrastructure, investment structuring, and institutional reform makes him exceptionally well-positioned to guide conversations on sustainable growth and economic transformation.

Neil Pollock is a South African entrepreneur and business leader with over 30 years of expertise in enterprise optimisation, supply chain strategy, and economic development. He currently serves as Vice President of the South African Chamber of Commerce and Industry (SACCI) and Chairperson of the Youth Chamber of Commerce and Industry (YCCI).

Throughout his career, Neil has worked across Africa, the United States, the United Kingdom, and Australia, leading complex procurement, inventory optimisation, and systems transformation initiatives for multinational organisations in the mining and resources sector, delivering measurable multi-million dollar savings and operational efficiencies.

He also pioneered one of South Africa’s earliest B2B e-commerce platforms in the early 2000s, positioning himself at the forefront of digital trade innovation during a formative period in the country’s commercial development. His expertise spans procurement strategy, inventory management, operational efficiency, and SME growth.

In recent years, he has focused on strengthening local economic ecosystems, supporting youth enterprise development, and advancing structured public-private collaboration. He is particularly interested in developing sustainable trade routes from South Africa into regional and international markets, positioning South African businesses more competitively within global value chains.

Kululwa Muthwa is a strategic leader with a strong track record in public sector property management, development management, and economic transformation. She brings to the TEDA Board a deep understanding of public-sector governance, strategic stakeholder management, and industry advocacy, underpinned by her commitment to inclusive growth and sustainable economic development.

With extensive experience working at board and executive level, Kululwa has played a pivotal role in shaping strategy, strengthening governance frameworks, and advancing transformation within South Africa’s built environment and property sectors. Her work reflects a deliberate focus on aligning organisational performance with broader socio-economic impact — particularly in driving participation, skills development, and enterprise development.

Kululwa holds a Master’s Degree in Law (LLM), a GIBS Executive Leadership Development Program and UCT Executive and Management Coaching Certificates. At TEDA, she contributes to strategic oversight, governance excellence, and the advancement of Tshwane’s economic development agenda — with a particular interest in unlocking property investment, enabling small business growth, and strengthening public-private partnerships to accelerate inclusive economic growth.

Tumisho is a professionally registered Construction Project Manager with over 24 years of experience in the built environment, specialising in project, programme, and portfolio management. He holds an N-Dip in Building, a B-Tech in Construction Management, and an MPhil in Corporate Strategy, and is currently pursuing a PhD in Business Management. He has held senior executive roles at the Passenger Rail Agency of South Africa (PRASA) and the Independent Development Trust (IDT), and has served on several infrastructure boards including JOSCHO, RAL, JDA and SHRA. Tumisho brings strategic insight, governance expertise, and a passion for sustainable infrastructure delivery and institutional excellence.

Jan Mocke is a qualified electronic engineer (University of Pretoria), who has completed a Masters in Business Leadership at Unisa. After working as consulting engineer, he joined the IDC for a number of years. He later spent many years in senior management positions in agricultural organisations, including Sapekoe Estates and Mount Carmel Farms.

He was also COO at the Joburg Market for seven years, after which he served on the Joburg Market Board for two terms. He also served as Board Chairman at the Joburg Market. He now works as an independent consultant on the development of fresh produce markets and agriculture projects.

He is playing an instrumental role in the design and construction of the new Mpumalanga International Fresh Produce Market, introducing various industry leading features.

Dr. Jonty Tshipa is a seasoned Business Consultant and Independent Non-Executive Director with extensive expertise in Financial Management, Capital Budgeting, Capital Raising (Equity and Debt), Job Evaluation and Grading, and Corporate Governance. With a strong foundation in finance, governance, and strategic leadership, he brings a wealth of experience to both academia and the boardroom.

Dr. Tshipa serves as an MBA Lecturer and contributes to academic excellence as a Part-Time MBA Moderator at the Wits Business School. He is also a Part-Time MBA Examiner for Nelson Mandela University, JBS, and Milpark, and serves as a Part-Time MBA Finance Lecturer and Supervisor at Monash. His academic involvement reflects his commitment to shaping future business leaders and advancing financial scholarship.

In the governance space, Dr. Tshipa holds several key board and committee roles. He is an Independent Non-Executive Director at the Agricultural Research Council and Alexkor. He also serves as Deputy Chairperson and Independent Non-Executive Director at ZADNA.

His committee roles include serving as an Independent Non-Executive Audit and Risk Committee Member at the eThekwini Municipality and as an Independent Non-Executive Audit Committee Member at the Public Protector South Africa. He is Chairperson of the HR and Remuneration Committee at the Border Management Authority and serves as an Independent Non-Executive Specialist Member of the HR and Remuneration Committee at the Legal Practitioners Fidelity Fund. Additionally, he is an Independent Non-Executive Director at the Tshwane Economic Development Agency.

Dr. Tshipa holds a PhD in Financial Management Science from the University of Pretoria, a Master’s degree in Finance and Investment (Cum Laude) from the University of the Witwatersrand, and an MBA (Dean’s Award) from the Tshwane University of Technology. His academic foundation also includes an Electrical Engineering qualification from the the Natal Technikon, now Durban University of Technology..

Dr. Kgathane Paulina Mamogobo is a distinguished economic strategist and executive leader with over 17 years of progressive experience in macroeconomic research, industrial policy, and corporate governance. Currently serving as the Chief Economist at naamsa | The Automotive Business Council, she provides high-level strategic direction to the organization's economic and regulatory functions, directly influencing national industrial policy and trade negotiations. Her executive career is marked by a profound ability to align operational oversight with long-term strategic planning, underpinned by a robust understanding of Governance, Risk, and Compliance (GRC) frameworks.

Dr. Mamogobo’s academic profile is led by a Doctorate in Business Administration (DBA) with Distinction from the Gordon Institute of Business Science (GIBS), where she focused on the intersection of business and doctoral studies. She further holds a Master of Business Leadership (MBL) from the University of South Africa (UNISA) Graduate School of Business and an M-Tech in Comparative Local Development from the Tshwane University of Technology. Her technical foundation is completed by a B-Tech in Economic Management Analysis and a National Diploma in Economic Management Analysis, both from the Tshwane University of Technology.

To complement her formal degrees, Dr. Mamogobo has pursued extensive specialized training directly relevant to economic development and investment facilitation. These include a certificate in Facilitating Trade and Investment in African Countries through Regional Economic Cooperation from the Japan International Cooperation Agency and an Advanced Management Development Programme (AMDP) from the University of Pretoria. In her professional capacity, she has demonstrated exceptional stewardship of multi-billion-rand portfolios, including facilitating over R40 billion in committed Foreign Direct Investment (FDI) during her tenure with the Department of Trade, Industry and Competition (the dtic). Her leadership extended to the international stage as the Project Coordination Lead for the 15th BRICS Summit in 2023, where she managed a team of 20 to execute a comprehensive multilateral business program. Dr. Mamogobo, has been recently appointed as a Ministerial Advisory Board Member for the dtic for the 2025–2030 term. A member of the IoDSA since 2018, she brings a wealth of experience in industrial policy, investment promotion and facilitation, trade promotion, international operations, performance leadership, and institutional diplomacy to every board she serves.

Adv. Mtho Xulu holds a Bachelor of Laws (LLB) degree and a Master of Laws (LLM) degree from the University of South Africa (UNISA). He is also a member of the Institute of Directors of South Africa with a Certified Director designation. His areas of specialization include Commercial Law and Corporate Governance. After completing his LLB degree, Adv. Xulu was admitted as an Advocate of the High Court of South Africa in 2011. As a National Business leader, he is an Executive Director with business experience in 8 economic sectors in South Africa. With over 15 years of experience in government administration, private sector, and academic sector, I have developed a strong expertise in economic policy and research, economic modelling, data analysis and insights into systems of governance. As a Divisional Head at the City of Tshwane Metropolitan Municipality, I led a team of economists and researchers to provide strategic intelligence and advice on economic development, investment promotion, and strategic economic planning. I hold a PhD in Economics from the University of Pretoria, where I also lectured and published several papers on economic growth, monetary economics and political economy. I am passionate about entrepreneurship and innovation and have supported various initiatives and projects to foster a vibrant and inclusive local economy. I am also a former President of the South African Association for Energy Economics, where I promoted the exchange of ideas and knowledge on energy issues. I am looking to make a positive impact on the economic and social well-being of communities.
